the public sector as a Strategic Outline Case, is
to provide a formal document that provides justification
for the investment required to deliver identified
business benefits. It includes an initial analysis
of the status quo and the need for improvements, proposed
alternative solutions, assumptions, constraints and
a risk-adjusted cost-benefit analysis. The document
